Donald Mooers, Founder & Managing Partner
Mr. Mooers is a recognized expert in immigration and nationality law. He has achieved success in all aspects of employment-based and family-related immigration law, as well as complex naturalization and citizenship matters. He counsels and represents clients on immigration matters before the Departments of Labor, Homeland Security and State.
Mr. Mooers has been invited to share his expertise at numerous American Immigration Lawyers Association and Federal Bar Association Conferences and Seminars. He is a popular speaker and regularly provides expert advice on immigration law and policy for Congress, media outlets and national organizations. He has been the recipient of multiple awards for leadership and service.
Mr. Mooers brings to his work a unique combination of expertise in immigration law and a deep understanding of global affairs and U.S. Government operations. Prior to returning to Immigration Law, Mr. Mooers worked for nearly two decades in the fields of diplomacy and international development. He served as a key Congressional Aide and as Senior Adviser at the U.S. Department of State, and was a Presidential Appointee in the Clinton Administration. He has directed international development programs, negotiated international agreements and advised government leaders and international organizations in 92 countries around the world.

Elizabeth Williams, Office Administrator
Libby utilizes more than 20 years of experience in business, personnel and law firm management. At Mooers Immigration, she oversees all aspects of office administration, case management and billing. Prior to joining Mooers Immigration, she served as Chief Technology Officer for a technology-driven employee-benefits brokerage firm and as Director of Information Systems for a large international law firm. She also has significant experience as a Management Consultant, specializing in law firm and corporate law department management. As a recent golf enthusiast and part-time vanlifer, you never know where Libby may turn up in her spare time.

Concepcion is often the first voice people hear when they call our office. Irina Golovanich, Legal Assistant
Irina’s primary duties include managing casework related to employment-based and family-based visa applications. Prior to joining the Mooers team, Irina worked as a Legal Representative and Caseworker with the International Rescue Committee in Silver Spring, MD. A long-time Colorado resident, Irina spent some time adventuring in New York after graduation, returned to Colorado, and then eventually relocated to Maryland. She enjoys cooking, reading, and hiking in her spare time.
